Death Claim 2026: Revised Assistance Package for Government Employees’ Families
The Government of Pakistan, Establishment Division, has announced a Revised Assistance Package 2026 for the families of government employees who die in service.
According to the Office Memorandum No. 8/5/2019-E-2 dated September 8, 2026, the Prime Minister has approved the revised package with effect from August 28, 2026.
The package provides financial assistance and various welfare benefits to the families of deceased government employees, including Death Claim, Lump Sum Grant, Pension, GP Fund, Education, Marriage Grant, Housing Benefits, and Employment Opportunities.

Death Claim – Lump Sum Grant for In-Service Death
Under the revised Death Claim 2026 package, families of government employees who die in service are entitled to a lump-sum grant according to the employee’s Basic Pay Scale (BPS).

Death Claim in Case of Accident During Official Duty
A separate lump-sum grant is provided where a government employee dies in an accident while performing official duty, subject to an inquiry by a three-member departmental committee headed by an officer of at least BS-19.

Security-Related Death – Special Death Claim Package
The revised package provides significantly higher financial assistance for Security Related Deaths.
A death will be considered a security-related death when it occurs as an immediate and direct consequence of terrorism, militancy, violent resistance, targeted attack or hostile action arising from, connected with, or attributable to the discharge of official duties.
An incident that is not attributable to an act of violence or threat arising from the performance of official duties is not considered a security-related death.

Marriage Grant for Family of Deceased Government Employee
The family of a deceased government employee may receive a Marriage Grant of Rs. 8 lakh on the wedding of one daughter.
GP Fund Death Claim
The payable amount of the General Provident Fund (GP Fund) will be paid to the family of the deceased government employee.
Sum Assured and Benevolent Fund Benefits
Payment on account of Sum Assured will be made to the family of the deceased government employee by FEB&GIF, according to its applicable rules and rates.
In the case of a security-related death, a Special Lump Sum Grant is also payable by FEB&GIF according to the applicable rules and rates.
Special Lump Sum Grant for Shaheed Families
The notification provides the following Special Lump Sum Grant under the Benevolent Fund:

Monthly Benevolent Grant
A Monthly Benevolent Grant will be paid to the family of a deceased employee by FEB&GIF according to the applicable rules and rates.
For Shaheed families, the package also provides an Additional Monthly Benevolent Grant, subject to applicable rules and rates.
Pension for Family of Deceased Government Employee
One of the major benefits under the revised Death Claim package is 100% pension for the families of deceased government servants, according to their length of service and last pay drawn.
If the deceased employee had less than 10 years of service, the rate applicable to a minimum of 10 years' service will apply.
The notification also provides for full pension after superannuation according to the applicable pension rules.
Government Accommodation and House Rent Benefit
The family of a deceased government employee may retain Government accommodation or a hired house until the age of superannuation or for a minimum period of five years, whichever is later.
If the deceased employee had neither Government accommodation nor a rented house at the time of death, the family will be entitled to house rent allowance/ceiling according to the BPS-wise entitlement of the deceased employee for the specified period.
Free Education for Children
The revised assistance package provides free education for all children of deceased government employees up to graduation in public/government educational institutions.
The package covers expenses including tuition fees, books/related educational material and living allowances as provided in the notification.
House / Plot Benefit
The notification also provides a lump-sum grant in lieu of plot/funding for purchase of house, subject to the condition that no plot was allotted previously.

For security-related deaths, the family of a Shaheed employee is entitled to a transport/car facility as specified in the package:
BS-18 & above: 1300cc car (Toyota Corolla) or equivalent amount.
BS-16 to 17: 1000cc car or equivalent amount.
Monthly House Maintenance / Transport Allowance
The Shaheed family will also receive a monthly amount for house maintenance/transport allowance according to the BPS of the deceased employee.

Employment for Family Members
The revised package also provides employment for eligible family members of a deceased government employee.
The widow/widower/son/daughter of the deceased may be provided employment in a BS-01 to BS-15 post on a regular basis without advertisement, as provided in the notification.
Officer Responsible for Death Claim Processing
Each Ministry, Division or Department may nominate an officer of BS-17 or BS-18 as counsel.
The nominated officer will be responsible for finalization and provision of facilities under the package to the families of government employees who die in service, with the objective of completing the process within one month of the incident.
Family Records and GPF Nomination
The notification directs Ministries, Divisions and Departments to adopt a proactive approach by:
Maintaining an up-to-date list of family members of every employee for pension purposes.
Ensuring nomination for General Provident Fund (GPF) during the employee's lifetime.
Keeping relevant family and nomination records updated in advance.
Death Claim 2026 – Effective Date and Applicability
The revised Assistance Package is applicable with effect from August 28, 2026.
The notification states that the package, covering both in-service deaths and security-related deaths, applies mutatis-mutandis to regular federal government employees who die in service on or after the date of issuance and supersedes previous Assistance/Shaheed Packages issued by the Division.
