✅ What Is the Benevolent Fund?
The Benevolent Fund is a mandatory welfare contribution deducted from the basic pay of all civil servants from Grade 1 to Grade 22.
This system originated under Federal Government Notification FD-6.11/69-B-111, issued on 12 April 1969, and was later adopted by all provinces.
The deduction continues until the employee retires or passes away.
Sindh Benevolent Fund – Current Structure
Sindh Government deducts Benevolent Fund from employees according to the following revised rates (effective from 01 January 2000):
| Grade | Deduction Rate |
|---|---|
| Grade 1–5 | 1% of running basic pay |
| Grade 6–19 | 1.5% of running basic pay |
| Grade 20–22 | 2% of running basic pay |
This fund is then used to provide benefits such as:
-
Marriage grant (limited)
-
Funeral or death grant
-
Medical emergency support
-
Lump sum for the family of a deceased employee (after 10 years of service)
However, the procedures are often complex, slow, and widely criticized for inefficiency.
Sindh Monthly Benevolent Fund (Family Pensioners)
According to Notification No. AO(BF)17-(1)/2008/2738 dated 16 December 2015, the monthly amounts paid to families of deceased employees are:

|---|---|
| Grade 1–15 | Rs. 2,000 |
| Grade 16–19 | Rs. 2,500 |
| Grade 20–21 | Rs. 3,000 |
These rates have not seen major revisions for years, making Sindh the least progressive province in terms of Benevolent Fund benefits.

-
Balochistan leads with modernized policies, high payments, and clear refund mechanisms.
-
KPK strengthened its BF through legislation and structured payouts.
-
Sindh, however, still follows an outdated model with minimal benefits and complicated procedures.
Understanding these provincial differences is crucial for employees, pensioners, policymakers, and welfare organizations seeking fair and transparent benefits for government workers.
