Sindh Benevolent Fund – Complete Guide, Latest Rates and Comparison with Balochistan and KPK (2025)

The Benevolent Fund (BF) is a welfare initiative set up for government employees across Pakistan. It ensures financial support for civil servants and their families during emergencies such as death, medical crises, marriage or children, disabilities, and retirement.

However, despite its purpose, the structure and benefits of the Benevolent Fund vary significantly across provinces. Sindh, Balochistan, and Khyber Pakhtunkhwa (KPK) have all adopted different policies and payment systems over the years.

This comprehensive blog explains:

  • What the Benevolent Fund is

  • How it works in Sindh

  • Updated notification details

  • Comparison of BF systems in Sindh, Balochistan, and KPK

  • Grade-wise Lump Sum Payments

  • Monthly benefits for family pensioners

  • Updates until 2025

What Is the Benevolent Fund?

The Benevolent Fund is a mandatory welfare contribution deducted from the basic pay of all civil servants from Grade 1 to Grade 22.

This system originated under Federal Government Notification FD-6.11/69-B-111, issued on 12 April 1969, and was later adopted by all provinces.

The deduction continues until the employee retires or passes away.

Sindh Benevolent Fund – Current Structure

Sindh Government deducts Benevolent Fund from employees according to the following revised rates (effective from 01 January 2000):

Grade Deduction Rate
Grade 1–5 1% of running basic pay
Grade 6–19 1.5% of running basic pay
Grade 20–22 2% of running basic pay

This fund is then used to provide benefits such as:

  • Marriage grant (limited)

  • Funeral or death grant

  • Medical emergency support

  • Lump sum for the family of a deceased employee (after 10 years of service)

However, the procedures are often complex, slow, and widely criticized for inefficiency.

Sindh Monthly Benevolent Fund (Family Pensioners)

According to Notification No. AO(BF)17-(1)/2008/2738 dated 16 December 2015, the monthly amounts paid to families of deceased employees are:

Grade Monthly BF Pension
Grade 1–15 Rs. 2,000
Grade 16–19 Rs. 2,500
Grade 20–21 Rs. 3,000

These rates have not seen major revisions for years, making Sindh the least progressive province in terms of Benevolent Fund benefits.

Balochistan Benevolent Fund – A Progressive Model

Balochistan has significantly improved its Benevolent Fund policies, making it the most employee-friendly system in Pakistan.

Comparison of Benevolent Fund Systems Across Provinces

Province Monthly BF (for families) Lump Sum for Retirement/Death Ease of Process
Sindh Rs. 2,000–3,000 Very limited Complicated, slow
Balochistan Rs. 5,000–13,000 Rs. 450,000–3,790,000 Simplified, progressive
KPK Variable as per the Act Rs. 200,000–1,250,000 Clear legislation

It is clear that Sindh needs significant improvement, while Balochistan and KPK have taken transformative steps to support their government employees and their families.

Conclusion

The Benevolent Fund plays a vital role in providing financial security to civil servants and their families. While the system exists nationwide, its effectiveness varies widely by province.

  • Balochistan leads with modernized policies, high payments, and clear refund mechanisms.

  • KPK strengthened its BF through legislation and structured payouts.

  • Sindh, however, still follows an outdated model with minimal benefits and complicated procedures.

Understanding these provincial differences is crucial for employees, pensioners, policymakers, and welfare organizations seeking fair and transparent benefits for government workers.
