1. Promotion from BS-18 to BS-19

Promotion Process:

  • Recommendations from the Departmental Promotion Committee (DPC).
  • Evaluation based on Annual Confidential Reports (ACRs), service records, and performance.
  • Availability of a vacant post in BS-19.
  • Consideration of seniority-cum-fitness or merit-based selection, depending on cadre rules.

2. Promotion from BS-19 to BS-20

Eligibility Criteria:

  • Completion of minimum service years in BS-19.
  • Successfully undergone the Senior Management Course (SMC).
  • Must have an unblemished record and positive ACRs.
  • Demonstrated administrative and leadership capabilities.

Promotion Process:

  • The Provincial Selection Board (PSB) evaluates candidates.
  • Merit and seniority-cum-fitness are considered.
  • Approval from the competent authority (e.g., Chief Minister or Sindh Public Service Commission).
  • Vacant BS-20 positions must be available.

3. Promotion from BS-20 to BS-21

Eligibility Criteria:

  • Completion of a specified number of years in BS-20.
  • Completion of National Management Course (NMC).
  • A record of integrity, professionalism, and leadership.
  • High performance in Annual Confidential Reports (ACRs).

Promotion Process:

  • Scrutiny by the High-Powered Selection Board.
  • Consideration of service record, leadership qualities, and contributions.
  • Final approval by the Chief Minister/Governor.
  • Availability of positions at BS-21.

4. Key Factors Affecting Promotion

  • Performance Reports (ACRs): Officers must have consistently positive ACRs.
  • Seniority vs. Merit: Some promotions are strictly seniority-based, while others may factor in merit and performance.
  • Training Requirements: Certain courses like SMC and NMC are mandatory.
  • Disciplinary Record: Any adverse remarks or inquiries may delay or block promotion.
  • Vacancies: No promotion is possible unless a position is available.

5. Special Cases and Exceptions

  • Accelerated Promotions: May be granted in case of extraordinary performance or need.
  • Withheld Promotions: Officers with pending inquiries, adverse ACRs, or incomplete training may face delays.
  • Appeals and Review: Officers denied promotion may have a right to appeal or seek reconsideration.
