Sindh Civil Servants (Appointment, Promotion & Transfer) Rules, 1974 – Key Amendments Notification

The Government of Sindh, Services, General Administration & Coordination Department (SGA&CD - Regulation Wing), Karachi, issued an official notification (No. SORI(SGA&CD)3-76/2019, dated 3rd March, 2020) under Section 26 of the Sindh Civil Servants Act, 1973.

This notification details crucial amendments to the Sindh Civil Servants (Appointment, Promotion & Transfer) Rules, 1974, defining key operational terms, restructuring Departmental Selection Committees (DSCs), and clarifying local area recruitment for BPS-01 to BPS-04 posts.

1. Key Definitions Revised (Rule 2)

  • Departmental Promotion Committee (DPC): Defined under clause (d) as a Committee constituted for making selection for promotion or transfer to posts under a Department or Office of Government in Basic Pay Scale 18 and below.

  • Departmental Selection Committee (DSC): Defined under clause (e) as a Committee constituted for making selection for initial appointment to posts under a Department or Office of Government in Basic Pay Scale 15 and below.

  • Head of Attached Department: Defined under clause (h) in accordance with clause (xv) of rule 2 of the Sindh Government Rules of Business, 1986.

  • Secretary: Defined under clause (k) to include the Chief Secretary, Chairman, Additional Chief Secretary, Secretary, Special Secretary, and Additional Secretary in-charge of a Department.

2. Composition of Departmental Selection Committees (Rule 5)

For initial appointments in BPS-1 to BPS-15, the Departmental Selection Committees are categorized across four administrative levels:

I. Secretariat Level

  1. Secretary (Services), SGA&CD — Chairman

  2. Additional Secretary, SGA&CD (nominated by Chief Secretary) — Member

  3. Deputy Secretary, Chief Minister Sindh's Secretariat — Member

  4. Deputy Secretary (General), SGA&CD — Member

II. Provincial Level

  1. Secretary of the Concerned Department — Chairman

  2. Head of Attached Department — Member

  3. Deputy Secretary, SGA&CD (nominated by Chief Secretary) — Member

III. Divisional Level

  1. Divisional Commissioner — Chairman

  2. Divisional Head of Concerned Department — Member

  3. Representative of SGA&CD (not below Section Officer, nominated by Chief Secretary) — Member

IV. District Level

  1. Deputy Commissioner — Chairman

  2. Head of Concerned Department at District Level — Member

  3. Representative of SGA&CD (not below Section Officer, nominated by Chief Secretary) — Member

3. Recruitment Policy for BPS-1 to BPS-4 (Rule 16)

Rule 16 specifies that initial recruitment for posts in BPS 1 to 4 shall ordinarily be filled on a local basis (i.e., District, Taluka, Sub-Division, Union Councils, or facility basis determined by demography).

  • Deputy Commissioner Office: Entire respective district.

  • Divisional Commissioner Office: Entire division.

  • Provincial Secretariat: Entire province.

  • THQ Hospital: Entire Sub-Division (Taluka).

  • Primary Schools: Local area as prescribed by the School Education & Literacy Department.

  The government of Sindh issued a notification of an increase in the salary of government employees . According to the notification issued by the Finance Department, the salaries of all the employees from grade 1 to 16 in the subordinate institutions of the Sindh government have been increased by 35 percent and the wages of all employees above grade 17 have been increased by 30 percent as ad-hoc allowance. which will be given on the existing basic pay.
