Federal Government Revised Pay Scales 2026 Notification Issued – New BPS-2026, 7% Ad-hoc Relief Allowance & Salary Revision from 1 July 2026
The Government of Pakistan, Ministry of Finance, has officially issued the long-awaited Revised Pay Scales 2026 Notification for Federal Government Civil Servants. According to the Office Memorandum dated 21 July 2026, the Federal Government has approved the introduction of Basic Pay Scales (BPS)-2026, effective from 1 July 2026.
The revised package includes a new Basic Pay Scale structure, 7% Ad-hoc Relief Allowance-2026, updated salary fixation rules, and revised pay charts from BPS-1 to BPS-22.

The notification introduces several important changes for Federal Government employees, including:

Introduction of Basic Pay Scales (BPS)-2026
The Ministry of Finance has merged the previous Ad-hoc Relief Allowances granted in 2022 and 2025 into the new Basic Pay Scales. As a result, BPS-2026 officially replaces BPS-2022 with effect from 1 July 2026.
This means that employees will now receive revised basic pay according to the new pay structure instead of drawing separate relief allowances.
7% Ad-hoc Relief Allowance-2026
In addition to the revised pay scales, the Federal Government has sanctioned:
Ad-hoc Relief Allowance-2026 @ 7% of the running Basic Pay (BPS-2026).

Subject to Income Tax
Admissible during earned leave and Leave Preparatory to Retirement (LPR)
Not counted for Pension or Gratuity calculations
Not admissible during foreign posting
Admissible during suspension under existing rules
Salary Fixation under BPS-2026
Existing Federal Government employees serving on 30 June 2026 will have their salaries fixed in the new pay scales on a stage-to-stage (point-to-point) basis.
Employees drawing Personal Pay beyond the maximum of their scale will continue to receive the revised Personal Pay under the new pay structure.
Annual Increment
The notification confirms that:
Annual Increment will continue under existing rules.
The increment date remains 1 December every year.
Option for Existing Employees
Federal Government employees are required to submit a written option within 30 days, choosing whether to:
Continue under Basic Pay Scales-2022, or
Shift to Basic Pay Scales-2026.
If no option is submitted within the prescribed period, the employee will automatically be treated as having opted for BPS-2026.

The notification also provides revised minimum pay, annual increments, and maximum pay for all grades from BPS-1 to BPS-22.

The Ministry of Finance has also announced that an Anomaly Committee will be constituted to resolve any issues arising during the implementation of BPS-2026.
